Beyond the replaster
By the time a San Jose pool needs its plaster redone, the waterline tile is rarely far behind — grout failing, pieces popping, a pattern that was fashionable when Reagan was in office. Resurfacing handles both in one drain: tile set first, finish coat brought up to meet it, fittings and light rings renewed while everything is open.
The economics favor the bundle strongly. Drain, disposal, refill and mobilization are shared, so tile inside a resurface costs roughly half what it costs as a standalone project a year later.

If your tile is sound and you like it: replaster. If tile is failing or dated — true of most South Bay pools at plaster age — resurfacing bundles both for far less than doing them apart.
